Chief Operating Officer
Jeff works across Bitfocus to deliver exceptional software and services that empower communities to use data to build effective responses to homelessness. As the chief operating officer, Jeff is responsible for all operations, customer, product, and growth functions at Bitfocus. He directs our legal, security, and compliance programs, and serves as Bitfocus privacy officer.
Jeff’s work at Bitfocus continues a career dedicated to homelessness and social impact. As a law student, he partnered with Orrick, Herrington, and Sutcliffe to run a legal services clinic at MSC South, at the time San Francisco's largest single adult emergency shelter. After graduating, he joined HomeBase, a public interest law firm dedicated to building community capacity to prevent and end homelessness.
As an attorney and HUD technical assistance provider, Jeff focused on the intersection of technology, policy, and practice. He founded the Data and Innovations team at HomeBase and created HUD’s Data-Driven Interventions Initiative, which leveraged existing investments in HMIS to coordinate care and share data across mainstream systems.
Jeff holds a Bachelor of Science in Public Policy, Management, and Planning from the University of Southern California Sol Price School of Public Policy and a law degree from the University of California College of the Law, San Francisco. He is an active member of the California Bar Association and an International Association of Privacy Professionals (IAPP) Fellow of Information Privacy (FIP).
Jeff, his husband José, and their flock of bantam chickens live on the garden island of Kauaʻi.
